Default Reps who can't speak the language

Can anyone answer this question?-

Who was the brainchild behind hiring other countries with very limited english and/or spanish skills and NO understanding of the products in question? I would have loved to have been a fly on the wall during that board meeting. I would have just smiled knowing that I was the smartest living thing in that room.
